I'm 15 and don't look it, puberty problems?

Hey guys, I just turned 15 a couple days ago and i look like i'm 12. I have alot of pubes, alot of armpit hair and leg hair but no facial hair, just small little whiskers. My voice is getting deeper but i haven't got alot of muscles, height (5' 4"), facial hair, adams apple, chest hair, or a happy trail. I asked my dad and he said he started shaving hair all over his face at 13 and he could grow a beard then, he also started getting chest hair then. Is there something wrong with me?
