Regarding developer option in microsoft powerpoint?

i downloaded a presentation slides in .swf format and i want to attach them in powerpoint. i came to know about DEVELOPER TAB in microsoft powerpoint. in developer tab CONTROL options are disabled..how to get those options enabled
