Questions on facial and body piercings + Tattoos??

Honestly, if you're that sensitive to pain, you should probably reconsider. But, it's more of a mind over matter thing. If you want these piercings and tattoos, who cares if it hurts? They only do it once. They don't need to do a piercing over and over unless they screw up or you let it heal. Besides, you're not actually in any danger, so why worry about a little pain? I say bite the bullet and make yourself what you want to be. Or you can choose not to if it's not worth it to you. But I think you'll be just fine. As for money, either piercings or tattoos can be a bit high depending on where you go, where you get them, and how big they are, but it's not THAT much. College kids on student loans can even find ways to afford them. And it is best to wait until you're older if you're 17, but if you get it somewhere most people wouldn't see in a job interview, it doesn't really matter.
